Role Purpose

The Monitoring and Evaluation (M&E) Officer is responsible for designing, implementing, and managing era92 Elevate’s monitoring, evaluation, accountability, and learning (MEAL) systems to measure program performance, results, and impact. The role ensures the collection, analysis, and reporting of high-quality data to support evidence-based decision-making, accountability to stakeholders, adaptive program management, organizational learning, and continuous improvement across all projects and programs.

era92 Elevate equips youth from underserved communities with digital, creative, and professional skills to become job-ready and competitive in the digital economy. Under the Graphic Design track, learners are trained in design principles, Adobe software, UI/UX, branding, social media content creation, and portfolio development.

The Facilitator will guide learners through the full curriculum, deliver practical sessions, and ensure strong competence in both foundational and advanced design skills.

Role Purpose

To deliver high-quality training in graphic design, mentor learners, support practical projects, and prepare youth for employment or freelancing opportunities in the digital and creative industry.

Key Responsibilities

M&E System Design & Development
  • Develop or refine the project’s M&E framework, including Theory of Change, Results Framework, and Logical Framework (Logframe).
  • Create detailed M&E plans, performance indicator reference sheets, and data collection tools.
  • Establish data flows, reporting templates, and mechanisms for regular tracking of progress.
Data Collection & Management
  • Lead baseline, midline, and endline assessments as needed.
  • Design qualitative and quantitative data collection methodologies.
  • Oversee data collection processes, fieldwork timelines, and quality control procedures.
  • Ensure proper data management systems, including digital data solutions where relevant.
Monitoring & Reporting
  • Track progress against performance indicators and project targets.
  • Conduct regular monitoring visits and provide feedback to implementation teams.
  • Analyze data and prepare monthly, quarterly, and annual M&E reports.
  • Provide inputs to donor reports with evidence-based findings.
Evaluation & Learning
  • Conduct outcome and impact evaluations, or support external evaluators.
  • Facilitate learning workshops, after-action reviews, and reflection sessions.
  • Document best practices, case studies, and lessons learned to inform future programming.
Capacity Building
  • Train project staff and partners in M&E concepts, data collection, reporting, and quality assurance.
  • Provide ongoing coaching to strengthen internal M&E capacity.
  • Develop user-friendly manuals, SOPs, and guidance materials.
Compliance & Quality Assurance
  • Ensure M&E processes comply with donor requirements
  • Maintain data accuracy, reliability, and integrity through routine data quality assessments
  • Ensure ethical and safe data collection practices, especially for vulnerable groups.

Qualifications & Experience

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, Economics, or a related field.
  • At least 3 years’ experience in monitoring, evaluation, accountability, and learning within an NGO, youth development, or education/employment program.
  • Demonstrated experience designing log frames, indicators, and results frameworks, and conducting baseline/endline assessments.
  • Strong knowledge of results-based management, data collection and evaluation methods, and proficiency in digital data tools and software such as Power BI, SPSS, STATA, KoboToolbox or similar.
  • Excellent report-writing skills, able to translate data into clear, actionable insights for program and donor audiences.
  • Experience training and building M&E capacity among staff and community stakeholders.
  • Strong organizational skills, attention to detail, and ability to manage multiple reporting cycles and deadlines.
  • Alignment with era92 Elevate’s mission and values, including a non-judgmental, strengths-based approach to working with youth from underserved backgrounds.
  • Experience in youth education and employment, youth programming is an added advantage.
